Nonprofit Security Grant Program (NSGP)
The Nonprofit Security Grant Program (NSGP) provides funding for security enhancements to places of worship and other nonprofit organizations that are at a high risk of terrorist attack. The NSGP is funded by the State Homeland Security Grant Program (SHSGP) and the Urban Area Security Initiative (UASI), two subgrants specifically for nonprofits. Grants can be used to fund physical security measures (video surveillance, access control, fencing, outdoor lighting gates etc.), as well as security training and awareness campaigns.

Which Organizations Can Apply For A Nonprofit Security Grant (NSGP)?
To be eligible for the FY 2024 NSGP, a nonprofit organization must:
- Meet the description under section 501(c)(3) of the Internal Revenue Code (IRC) of 1986 and be exempt from tax under section 501(a) of such code;
- For NSGP-UA, be located within one of the FY 2024 UASI-designated high-risk urban areas; for NSGP- S, be located outside of the FY 2024 UASI-designated high-risk urban areas; and
- Be able to demonstrate, through the application, that the organization is at high risk of a terrorist or other extremist attack.

If your organization does not receive funding from the first grant program they apply to, our partners can repurpose the application and continue sending it out to different grants until funding is given.

Nonprofit Security Grant (NSGP) FAQs
Eligible nonprofit organizations must apply to their SAA for NSGP funds. Nonprofit organizations may not apply to FEMA directly.
The nonprofit can work with a subapplicant to submit to the state agency. The state then submits applications to FEMA on behalf of nonprofit organizations.
Project types eligible for Nonprofit Security Grant (NSGP) funding include:
- Private contracted security guards
- Physical security enhancements
- Closed circuit television (CCTV)
security cameras - Security screening equipment for
people and baggage - Access controls
- Fencing, gates, barriers, etc.
- Card readers, associated
hardware/software - Cybersecurity enhancements
- Risk-based cybersecurity planning
and training - Improving cybersecurity of access
control and identify verification
systems - Improving cybersecurity of security
technologies (e.g., CCTV systems)
Several states have state-led programs very similar to the federal DHS/FEMA NSGP. There is no prohibition at the federal level to apply for both programs. Please contact the SAA concerning the state program for any restrictions.
